Adaptive Compliance is the ability to change the method while still achieving the intended compliant outcome when conditions, risks, or demands change. It recognises that work is dynamic, and that a procedure written in advance will not always fit the job in front of you, so the focus stays on protecting the outcome the rule exists to achieve.
Adaptive compliance is not a licence to ignore procedures. It balances control and flexibility: non-negotiables and boundaries stay clear and fixed, while workers have structured, sanctioned ways to adjust how they meet a requirement when the job they get differs from the job they planned.
It is best understood alongside two other levels of compliance:

Adaptive compliance is particularly relevant in high-risk and fast-changing environments. Designed well, it treats safe adaptation as a sign of competence rather than a failure of the system.
