Lagging Indicators

Lagging Indicators are retrospective safety metrics that measure past performance by tracking incidents, injuries, and other adverse outcomes that have already occurred. Unlike leading indicators, which signal risk before harm happens, lagging indicators describe what went wrong after the fact.

Common lagging indicators include:

  • LTIFR — Lost Time Injury Frequency Rate
  • TRIFR — Total Recordable Injury Frequency Rate
  • Counts of workplace accidents, serious injuries, or fatalities over a period

Organisations use lagging indicators to:

  • Benchmark historical safety performance across sites, contractors, or peers
  • Support board, regulator, and client reporting where outcome KPIs are required
  • Assess whether safety programs appear to be reducing real harm over time

Because they focus on past outcomes, lagging indicators alone do not predict future incidents or show whether critical controls are working today. Under-reporting, classification choices, and return-to-work practices can also distort the numbers.

In high-risk industries, lagging indicators are most useful as part of a balanced scorecard—paired with leading indicators, near-miss reporting, and strong investigation and corrective-action discipline—so trends reflect genuine risk reduction, not just how events are labelled.
